In recent times, prices in China's photovoltaic industry chain have been falling all the way, putting pressure on business operations, which has had an adverse impact on the high-quality development of China's photovoltaic industry. In order to discuss the current problems, causes and countermeasures facing the photovoltaic industry and guide the orderly development of the industry, on the afternoon of May 17, 2024, under the guidance of the Department of Electronic Information of the Ministry of Industry and Information Technology, the China Photovoltaic Industry Association organized a “Symposium on High Quality Development of the Photovoltaic Industry” in Beijing. Representatives from 14 organizations such as Tianhe Solar, GCL, Jingke Energy, Artes, Longji Green Energy, Tongwei Co., Ltd., Daquan Energy, Yibin Municipal Government, State Council Development Research Center, National Research Tank, National Development and Reform Commission Energy Research Institute, National Engineering Research Center for Silicon-based Material Preparation Technology, China Development Bank, Industrial Bank, etc., attended the conference. Representatives from the Standards and Technical Committee of the China Photovoltaic Industry Association and the Intellectual Property Committee also attended and reported on the progress of related work. The conference also said that photovoltaic companies and industries also need to do themselves well, fully recognize their main responsibility for solving the current industry difficulties, put an end to vicious competition, truly stand on the industry's standpoint and make decisions, adhere to innovation-driven, long-term principles, win-win cooperation, and jointly maintain a fair competitive order.

Since 2023, the China Photovoltaic Industry Association has done a great deal of work in promoting the high-quality development of the photovoltaic industry. The first is to support the work of the competent ministries, departments and bureaus. It supports the revision of the “PV Manufacturing Industry Specification Conditions” by the Electronics Department of the Ministry of Industry and Information Technology. Compared with the 2021 edition, product-related technical indicators have been greatly improved. Commissioned by the Department of Electronics of the Ministry of Industry and Information Technology, three inspection agencies jointly carried out photovoltaic product quality supervision and inspection work, and the test results were notified to the industry in a targeted manner. The second is to organize and participate in multiple rounds of relevant meetings to understand the situation in the industry, solicit opinions and suggestions, and submit them to relevant departments. At the PV industry review and outlook meeting organized in February this year, the Association officially issued an early warning to the industry and put forward relevant suggestions at various levels, including the central government, local authorities, enterprises, and financial institutions. The third is to carry out online and offline research activities. Recently, under the overall guidance of relevant departments and bureaus, the Association organized and participated in online and offline industry research activities on key enterprises and key regions, understood the actual production and operation situation of the industry, and summarized and compiled opinions and suggestions on the imbalance between supply and demand in the industry. Relevant research reports and policy opinions have been submitted to industry authorities. Fourth, strengthen public opinion guidance and refute erroneous statements. Through media interviews such as China International Television (CGTN), the live news room, and channels such as the Association's official account, the Association's public account, etc., the Association has refuted unfounded overseas accusations of “overcapacity” in China's new energy industry. Currently, more than 1.1 million programs related to CGTN's overseas channels have been broadcast online. The fifth is to guide the industry to self-discipline and optimize the industry development environment. In response to the problem of false module power labeling, the Association organized photovoltaic companies to sign the “Photovoltaic Module Power Specification, Integrity Calibration and Traceability Self-Regulatory Convention” in October 2023, which enabled more than 50 enterprises to complete the signing of the agreement, covering more than 80% of the industry's production capacity. On the issue of intellectual property protection, the Association established the Intellectual Property Professional Committee in December 2023 to strengthen the level of intellectual property protection in the industry, relying on the role of the Special Committee as a platform. The sixth is to guide the expansion of diversified markets and help Chinese enterprises “go global”. In May 2024, the Association led a team to visit the UAE to help Chinese PV companies better understand the UAE's political and commercial investment environment and promote the diversified layout of Chinese enterprises overseas.

The China Photovoltaic Industry Association will focus on promoting the following tasks in the future. The first is to support the Electronics Department of the Ministry of Industry and Information Technology, give full play to the role of the “PV Manufacturing Industry Specification Conditions”, and guide and standardize the development of the industry. The second is to continue to push forward the construction of a price index model and explore more reasonable domestic and international price formation mechanisms through photovoltaic module futures, etc. Third, it is planned to hold a symposium on TopCon battery efficiency calibration and storage downgrade issues to discuss the causes and solutions.
