A signal was revealed at the conference — Sichuan will adopt unconventional maximum and accurate support for the hydrogen energy industry, be application-oriented, give full play to its resource advantages, break through stuck points and blockages, and promote the high-quality development of the entire green hydrogen industry chain.

Relevant officials from the Sichuan Transportation Department said that the next step will be to actively explore policy space, step up guidance, explore free highway fees for hydrogen energy vehicles, encourage the city people's government not to allow hydrogen energy trucks to travel in urban areas, and encourage cities that are in a position to do so to promote the renewal of hydrogen energy equipment. Relevant officials of the Sichuan Provincial Development and Reform Commission said that in the next step, Sichuan will explore the development of off-grid electrolyzed water hydrogen production, and will also promote the planning and construction of hydrogen refueling stations and charging infrastructure in an integrated manner, and provide subsidies for hydrogen refueling stations with reference charging infrastructure.

The entire industry chain is an outstanding advantage of the hydrogen energy industry in Sichuan. The province has gathered more than 100 upstream and downstream hydrogen energy enterprises and research institutes to form an entire industry chain covering “production, storage, transportation, processing and use”.

According to incomplete statistics, many cities in Sichuan, including Meishan, Zigong, and Deyang, have issued policies to support the hydrogen energy industry, focusing on hydrogen energy transportation infrastructure construction, hydrogen energy equipment manufacturing, etc.

▌Many domestic companies with complete industrial chains practice “hydrogen” skills

As a clean secondary energy carrier, hydrogen can be efficiently converted into electricity and heat. Using renewable energy to produce hydrogen can not only solve part of the “abandoning wind and light” problem, but also provide hydrogen sources for fuel cells, provide green fuel for the industrial sector, or achieve the transition from fossil energy to renewable energy. Hydrogen energy may also be the disruptive direction of the future energy revolution.

In this year's “Report on the Work of the Government”, hydrogen energy was first mentioned as a cutting-edge emerging industry; in the “Action Plan to Promote Large-scale Equipment Renewal and Consumer Goods Trade-In” issued by the State Council, in terms of “supporting the renewal of transportation equipment and old agricultural machinery,” the focus was on strengthening the industrialization capacity of green aviation equipment such as hydrogen energy; the “2024 Energy Work Guidance Opinions” issued by the National Energy Administration proposed preparing relevant policies to accelerate the high-quality development of the hydrogen energy industry, promote hydrogen energy technology innovation and industrial development in an orderly manner, and steadily carry out pilot demonstrations of hydrogen energy, focusing on developing renewable energy Energy hydrogen production and expansion of hydrogen energy application scenarios.

According to incomplete statistics, at the two local conferences at the beginning of this year, 22 out of 31 provincial administrative districts included hydrogen energy in government work reports. At the beginning of 2024, eight provinces, including Ningxia, Hainan, Shandong, and Inner Mongolia, successively introduced relevant policies to support the development of hydrogen energy. Among them, Shandong took the lead in exempting hydrogen energy vehicles from highway tolls, while Inner Mongolia supported large-scale hydrogen production in non-chemical parks.

At the same time, the pace of commercialization is gradually getting closer. On March 30, the Hubei High-speed Hydrogen Energy Ecological Demonstration Line, the first large-scale hydrogen energy heavy truck transportation line in China, was launched. A total of 30 49-ton Dongfeng hydrogen energy heavy trucks were put into use; on March 21, the world's first hydrogen energy city train completed its first test run in Changchun, Jilin...

Debon Securities said that in the context of continuous optimization of the energy structure and enhanced system consumption, clean energy will maintain high-quality development, and the hydrogen energy industry is expected to expand application scenarios and usher in accelerated growth.

Shengang Securities also stated that with technological progress and policy support, China's hydrogen energy industry will usher in broader development prospects. Hydrogen fuel cell vehicles are expected to become an important force in the NEV market, and are expected to be the first to be used in long-haul heavy trucks, logistics and transportation.

At present, China's hydrogen energy industry has initially formed a relatively complete industrial chain, including hydrogen preparation, storage, transportation and application.
