Before today's market, Zhongbei Communications made a quick announcement to clarify that the controlling shareholder and actual controller of Jinan Supercomputing Center Co., Ltd. is Pan Jingshan. There is no direct or indirect shareholding relationship with the Shandong Computing Center (Jinan National Supercomputing Center), and “sincerely apologize for any misunderstandings that may have caused.”

Subsequently, the Shanghai Stock Exchange issued a letter of supervisory work to Sino-Bay Communications. The reason for processing was to clarify regulatory requirements on information disclosure matters relating to the company's signing of contracts.

According to a statement issued by the National Supercomputing Jinan Center on the 11th, the National Supercomputing Jinan Center was established in 2011 with the approval of the Ministry of Science and Technology. Since its establishment, no enterprise or institution has been authorized to carry out related commercial activities under the names of “Shandong Computing Center (National Supercomputing Jinan Center),” “National Supercomputing Jinan Center,” “Jinan Supercomputing Center,” “Jinan Supercomputing Center,” and “Jinan Supercomputing.”

Zhongbei Communications announced after the market on the 8th that it signed the “Computing Power Service Contract” and the attached “Computing Power Service List” with Jinan Supercomputing Center Co., Ltd. The company purchased the intelligent computing center's computing power service from Zhongbei Communications. The contract amount was 729.7 million yuan, and the service period was 60 months, starting from the date of successful delivery. The specific payment amount is based on the number of servers actually delivered to users to run.

It is worth noting that in the aforementioned announcement, China Bay Communications twice referred to Party A as the “Jinan Supercomputing Center” for short. According to the statement of the National Supercomputing Jinan Center on the 11th, various forms of names, including “Jinan Supercomputing Center” and “Jinan Supercomputing,” were first used by the Jinan National Supercomputing Center.

The Jinan National Supercomputing Center further stated that any other unit or individual using the above name without the authorization of our unit or using the above name to publicize or cooperate constitutes an infringement on our unit's right to name, and our unit has the right to pursue its legal liability.

In response to this, Zhongbei Communications responded in this morning's announcement: For ease of reading, the company abbreviated Jinan Supercomputing Center Co., Ltd. as the “Jinan Supercomputing Center” in the announcement, and sincerely apologized for any misunderstandings that may have occurred due to the repetition of some words between the abbreviation and the Shandong Computing Center (National Supercomputing Jinan Center) name.

Judging from the current opinions of various parties, the two mentioned above should not be the same unit. However, the Finance Association reporter noticed that the two sides do seem to have a certain connection, and the details are quite interesting.

The reporter checked the official website of the Jinan National Supercomputing Center and learned that Pan Jingshan is also the deputy director of the Jinan National Supercomputing Center and the director of the Jinan Supercomputing Technology Research Institute. Meanwhile, the name of Guo Meng, assistant director of the Shandong Computing Center (Jinan National Supercomputing Center), also appeared in the expert team of Jinan Supercomputing Center Co., Ltd.

Furthermore, although the company was founded in May 2021, its timeline also shows the development process such as the establishment of the National Supercomputing Jinan Center and the deployment of Shenwei Blu-ray in 2011, the deployment of the Shenwei E-class prototype system in August 2018, and the laying of the foundation stone for the National Supercomputing Jinan Center Science Park in December 2018.

At the same time, the two are located nearby. The address of the Jinan National Supercomputing Center is the main building of the National Supercomputing Jinan Center Science Park, No. 28666, Jingshidong Road, Licheng District, Jinan City, Shandong Province, and the registered address of Jinan Supercomputing Center Co., Ltd. is also in the Jinan Supercomputing Center Science Park, No. 28666 Jingshidong Road, China (Shandong) Pilot Free Trade Zone (note: belonging to Licheng District, Jinan City).

At the same time, China Bay Communications also warned of risks this morning: the party performing the contract has been established for a short time. Compared with the total contract amount, the current revenue and asset size are small. There is uncertainty about the subsequent situation, and there may be a certain risk of performance; there may be a risk that actual execution of the contract will be low. It remains to be seen how the actual execution of this contract will be carried out in the future.

It is worth mentioning that at the beginning of this year, Sino-Belgian Communications was supervised to take relevant measures due to credit disclosure issues. The company has repeatedly released important information that may have a big impact on stock prices through public accounts prior to legal credit disclosure channels. The announcement of abnormal fluctuations did not promptly disclose important matters being planned, and the disclosure of information was untimely and unfair.
