According to information, the United States is the sponsor of this draft resolution, and China and 121 countries participated in co-sponsoring it. In the end, the draft was adopted by consensus without a vote, which represents the support and approval of all 193 United Nations Member States.

Prior to adoption, US officials told the media that the non-binding draft resolution had been negotiated for three months and was “the first true global AI consensus document in history.” “With rapid changes in technology, we are like sailing through rough waters. This means that values guided ideas are more important than ever.”

US Ambassador to the United Nations Linda Thomas Greenfield also said that the resolution reached a broad consensus in the name of promoting progress. “The United Nations and artificial intelligence were both born soon after World War II, and both grew and developed in parallel. Today, the two finally intersect. We have a responsibility as a global community to manage this technology rather than let it rule us.”

According to media reports, the draft aims to bridge the digital divide between developed and developing countries and ensure that all countries can participate in AI discussions. Furthermore, the draft also ensures that developing countries have the technology and ability to enjoy the benefits of AI, including detecting diseases, predicting floods, helping farmers, and training a new generation of workers.

The draft resolution acknowledges that AI technology is at a stage of accelerated development and use, and emphasizes the urgency of a global consensus that AI systems are “safe, reliable, and trustworthy”. It also recognized that “the governance of AI systems is an evolving field” and that further discussions on possible governance methods are needed.

The draft warns that AI systems may be improperly or maliciously designed, developed, deployed and used, and encourages all countries, international organizations, the scientific community, academia, research institutes, etc. to develop frameworks to support the regulation and governance of AI.

Earlier this month, the European Parliament passed and approved the EU's Artificial Intelligence Act with a high vote.
