The entities on the list can only purchase US technology and products with a license, but the US government has the right to refuse the application for a license.

According to the documents submitted by BIS in the Federal Chronicle of the US government, the entities on the list can only purchase US technologies and products with a license, some of which are subject to "case-by-case review" (case-by-case review) and others are "presumption of denial". The latter is more rigorous in vetting than the former, which means that the application for permission will most likely be rejected.

It is worth mentioning that the US blacklisted China Huawei and its 68 affiliated companies in May, citing national security concerns. In June, the United States blacklisted five other Chinese companies for the same reason.

Under the relevant law, American companies can still apply to export products to these entities, but may be rejected. At present, Huawei's ban is in the second 90-day grace period, which expires in November. Earlier, a number of US companies announced that they had submitted applications to the US government, but so far they have not been approved.
