① The number of wind power tenders increased by more than 60% month-on-month in February, but the total amount is still small. Many industry insiders are still optimistic about Sea Breeze tenders and installed capacity this year. ② In terms of winning the bid price, the land wind showed a steady upward trend. The sea breeze declined moderately, and the whole machine was able to “breathe a sigh of relief”.

Financial Services Association, March 14 (Reporter Xiao Lianghua) The February wind power tender data was released. According to rough statistics from the Financial Federation reporter, the number of wind power tenders in February increased by more than 60% month-on-month, but the total amount is still small. In terms of winning the bid price, the land wind showed a steady upward trend. The decline in sea breeze was moderate, and the whole machine was able to “breathe a sigh of relief.”

In terms of shipments, up to now, it is still a low season for the industry, and shipments are not large. The relevant person in charge of Jinlei Co., Ltd. (300443.SZ) said that in 2022 and last year, the industry did not enter the peak shipping season until the third quarter, and this year is expected to be earlier. The relevant person in charge of Electric Wind Power (688660.SH) said that the first quarter of this year was the same as previous years. It was a low season for the industry, and the company was operating normally.

The number of tenders increased month-on-month in February

According to the data, as of February 29, state-owned enterprise developers announced a total of 4917.1 MW of wind turbine equipment procurement capacity (excluding framing) in February, an increase of 33.79% year-on-year and a year-on-month increase of 64.14%.

There was no new information on the February offshore fan tender, but recently there have been several industries favorable to catalysis. The Financial Services Association reporter consulted a number of industry insiders, all judging that the 2024 Sea Breeze tender and installation will maintain a “big year”.

Recently, the Jiangsu Provincial Development and Reform Commission issued the “2024 Major Projects List in Jiangsu Province”, which clearly includes Guoxin Dafeng 850MW, Three Gorges Dafeng 800MW, and Longyuan Sheyang 1000MW offshore wind power projects.

According to reports, the three projects mentioned above were initially planned for the 13th Five-Year Sea Breeze Plan, and competition began in 2022. The original plan was to be put into operation within 2022, but continued to be delayed due to approval and other factors.

Some brokerage firms believe that the recent approval suppression factors have been lifted, and the commencement of the project corresponds to a reversal in industry sentiment. It is expected that the next Jiangsu 145 8.54 GW project will start competition.

Li Caiqiu, a senior observer in the wind power industry, is optimistic about the 2024 sea breeze. He believes that this year's ocean wind will break through compared to 2023 regardless of tenders or installed capacity. The relevant person in charge of Envision Energy also told the Financial Federation reporter that it is expected that the installed capacity of Haifeng will increase in 2024.

Land wind stabilizes, sea wind decline slows

From February 1 to 29, 2024, the winning bids for a total of 22 wind power projects were released, with a cumulative capacity of 11379.25 MW (about 11.38 GW).

Among them, the lowest bid price for onshore wind power including towers was 1346.33 yuan/kW, and the highest bid unit price was 2,047 yuan/kW. The lowest bid price without the tower was 1,151 yuan/kW, and the highest bid price was 1,625 yuan/kW. The winning bid price for offshore wind power without towers is 2,797 yuan/kW.

In terms of market share, Mingyang Intelligence (601615.SH) won the bid scale of 1,778 MW, accounting for 55.6% of the winning bid; Envision Energy won the bid scale of 885 MW, accounting for 27.67% of the bid scale; Yunda Co., Ltd. (000772.SZ) won the bid scale of 240 MW, accounting for 7.5% of the winning bid scale; and Sany Heavy Energy (688349.SH) won the bid scale of 195 MW, accounting for 6.1% of the winning bid scale.

In response, Li Caiqiu believes that the price of the 5-7 MW wind power platform model rebounded to 1,500-1,700 yuan/kW in February, slightly up from January. The price of the entire Haifeng engine fell steadily, the 8-10MW price remained steady, and the capacity of the models tendered in 2023 increased by more than 30% compared to 2022. “It is expected that in 2024, the price of complete offshore wind turbines will slow down as model capacity increases, and the decline will slow down, so wind power companies can breathe a little bit of relief.”
