On December 19, 2017, news came from the land market that two plots with a total listing price of 8.689 billion yuan in Shenzhen Bay had been acquired by Evergrande and Vanke respectively.

Among them, Vanke won the T208-0053 plot at the reserve price. The data show that the land is business, service and road land, with a land area of 19227.53 square meters (including 17775.65 square meters for construction land and 1451.88 square meters for road land). The total construction area is 167000 square meters, the starting price of listing is 3.137 billion yuan, and the land use life is 30 years, which is used for business, service industry and road.

The plot numbered T208-0054 was picked up by Evergrande with a land area of 10376.82 square meters and a total construction area of 289200 square meters. The starting price for listing is 5.552 billion yuan and the land use life is 30 years. It is a commercial and service land.

According to the data, the bidders for these two cases of land should meet the following three conditions: 1, they should be enterprise legal persons registered in Shenzhen; 2, they must be headquarters enterprises identified in accordance with the interim measures of Shenzhen Municipality to encourage the Development of headquarters Enterprises (Shenfu (2012) 104); 3, they should be selected by the municipal government in accordance with relevant regulations.

In other words, Evergrande, Vanke bid for land on the premise that the corporate headquarters must be established here. Evergrande has officially moved its headquarters from Guangzhou to Shenzhen in mid-2017, and Vanke is inseparable from Shenzhen from beginning to end. Two super real estate companies are destined to be neighbors.

Twenty years of identity change

Shenzhen Bay Super General is composed of Binhai Avenue, Shenwan Road, Shenwan Road, Baishi Road and Baishi Road, with a total land area of 117.4 hectares and a total construction scale of 4.5 million to 5.5 million square meters.

Since 2001, Shenzhen Municipal Planning Bureau has commissioned the Shenzhen Branch of China Urban Planning and Research Institute to design the detailed blueprint of the South overseas Chinese City Reclamation area, which refers to this area.

According to the records of Shenzhen Branch of China Urban Planning and Design and Research Institute, this area is one of the core urban functional sections of Tanglang Mountain-overseas Chinese Town-Shenzhen Bay urban functional space axis in Shenzhen. Since its inception, its identity has undergone two changes from the original single "coastal urban residential area" to the compound "coastal cultural and business center", and then to the "super headquarters base".

However, in the detailed planning announced in 2013, the name of this area was changed to "Shenzhen Bay Super headquarters Base", with a total construction scale of 4.5 million-5.5 million square meters and a planned employment population of 18-220000 people. supporting life is mainly business apartments and surrounding living areas, the area's internal impermanent resident population. During the "Southern Reclamation area of overseas Chinese Town in Shenzhen Bay", the government planned this area to be residential-led, with commerce, parks, and opera houses, with a residential floor area of 2.18 million square meters and a commercial floor area of 56000 square meters, with a planned population of 60900.

Shenzhen defines it as "a typical representative of the ultimate extreme position in the global economic and industrial chain, and a functional center for Shenzhen to develop into a world city in the future". The core concept is "Shenzhen Bay Cloud City". The overall structure is "1 three-dimensional city center + 2 characteristic top blocks + N three-dimensional city group".

The base will be developed according to nine unit numbers, DU01 to DU09. Among them, under the premise of meeting the requirements of aviation height limit, the height of the two super high-rise complexes in the core land of DU01 is controlled at 400m ~ 680m and 400m ~ 480m respectively.

We can know from the public data that the super-total base plans to complete a fixed asset investment of 11.32 billion yuan in 2016 and is expected to achieve an overall output value and income of 50 billion yuan by 2020 after it is completed and put into use.

The past of Super General Manager

As can be seen from the above records, Shenzhen is not clear about the value of this reclamation area from the very beginning, and its development orientation has been groping. Until 2011, after many discussions between the Planning Commission and the Shenzhen Branch of the Central Planning Institute, the concept of "super headquarters base" was put forward.

In spite of this, the reclamation area has received a lot of attention since its birth. According to Zhu Luoji, a self-media in Shenzhen property market, in the 1990s, Shenzhen held the Shenzhen Bay Development Forum, where key figures from the property sector, such as Wang Shi, Lin Shaobin, Ling Ke, Chen Jian, and Liang Zhenying, gathered together.

In December 2001, three residential sites in this area were auctioned off as the king of the country at that time. The three plots cover a total area of 240000 square meters, of which two were won by Taihua Real Estate, the king of Baoan Land at that time, totaling 1.455 billion yuan, with a floor price of 2833 yuan / square meter and 2793 yuan / square meter respectively. Later, because of the sudden death of Luo Ruixi, the boss of Taihua, the two pieces of land were transferred to CITIC South China. Citic developed the "Citic Mangrove Bay" project with a total floor area of 650000 square meters, which was sold in 2004, when the average price was 9200 yuan, and the lowest price was about 7000 yuan.

The third piece of land was acquired by Blackstone at a total price of 780 million yuan per square meter, setting a national land king at that time. The development, named "Mangrove West Coast", was sold in 2005 at a price as high as 25000 / square meter, setting a record for the king of flat buildings in Shenzhen at that time.

In September 2013, the Shenzhen Bay Super ABP Regulatory detailed Plan announced that the reclamation area had become a "Super ABP" and all residential land had been turned to commercial development. CITIC and Jinshi Zexin Investment Management Co., Ltd. won a total of two pieces of land in Shenzhen Bay with a starting price of 3.549 billion yuan in 2014, with a floor price of 13598 yuan per square meter, becoming the first headquarters-type enterprise to settle in, that is, the current Citic Financial Center.

In the early years, Liantai Group also took land in this area. The red part on the right side of the picture below is the government returned land obtained by Liantai in its early construction of Binhai Avenue, but it has not yet been developed. According to the company's website, the project, named Liantai Mangrove Bay, covers an area of 99486.9 square meters and has a volume ratio of 0.62. it is a low-density residential project. At one point, there were rumors that Liantai had transferred the land to Citic, but there has been no further information since then.

Zitong Financial APP learned that Yu Liang, chairman and CEO of Vanke Group, visited the area as early as 2015. On November 5, 2015, the Shekou News reported that Yu Liang went to visit the then Secretary of the Nanshan District CPC Committee Jiang Jianjun and District Mayor Wang Qiang, and the two sides negotiated to promote the site selection and construction of Vanke Group's new headquarters in Nanshan District, Shenzhen Bay Super headquarters Base.

Before Evergrande, Shenzhen Bay Super headquarters Base sold five sites in 2017, which were won by Hengli (Shenzhen) Investment Group Co., Ltd., Shenzhen carbon Cloud Holdings Co., Ltd., Shenzhen carbon Cloud Digital Life Technology Co., Ltd., ZTE Corporation Co., Ltd., China Electronic Information Industry Group Co., Ltd., and Shenzhou Digital Holdings Co., Ltd.

In the "Shenzhen Bay Super ABP Control detailed Planning", the development goal of Shenzhen Bay Super General has been determined-"as a typical representative of the city's ultimate extreme position in the global economic and industrial chain. It is an important functional center for Shenzhen to realize the dream of a world city in the future."

Looking back at the urbanization process of Shenzhen in the past 30 years, we can find that the metropolitan area is developing from east to west, that is, Luohu-Futian-Nanshan. At present, extending northward from Shenzhen Bay, a regional innovation function axis is being formed, from Shenzhen Bay Super General, Houhai, High-tech Park, to the north is Liuxiandong headquarters Base, Guangming New area, Songshan Lake, Zengcheng, and all the way to Guangzhou. there are many national high-tech innovation bases in this axis.
