On April 18, China's Ministry of Commerce announced No. 15 of 2012 “Notice Concerning the Final Review of Anti-dumping Measures Applicable to Imported Electrolytic Capacitor Paper Originating in Japan”. As anti-dumping duties continue to be imposed on Japanese products this time, the company (002012) will benefit from policy support that raises tariffs on electrolytic paper imported from abroad and prohibits it from importing through processing trade means. This makes its electrolytic capacitor paper further replace Japanese NKK products and completely squeeze out domestic market share (China is the world's largest consumer of electrolytic capacitor paper). From 2006, China's Ministry of Commerce intervened in anti-dumping investigations on Japanese products, to the imposition of anti-dumping duties in 2007, to 2008, when the Ministry of Commerce once again included electrolytic paper in the catalogue list prohibiting import processing trade, the company seized the opportunity and developed rapidly. Since 2009, both main business revenue and gross profit have increased dramatically, and market share has increased overall, and now it has become the largest supplier of electrolytic capacitor paper in the domestic market. The company's current production capacity is 5,000 tons/year. In 2011, the company invested an additional 177 million yuan to build a technological transformation project for an electrical paper production line with an annual output of 11,000 tons, including 5,000 tons of electrolytic capacitor paper. As a result, the company's electrolytic capacitor paper production capacity will double after the 2013 project reaches delivery. Taking advantage of the continuation of this anti-dumping duty, the company (002012) will rely on its policy advantages, gross margin advantages, production capacity advantages, and price advantages to further squeeze out the market share of the Japanese NKK company in China and further replace Japanese products. The “Energy-saving and New Energy Vehicle Industry Development Plan” was approved.
