In order to provide greater convenience for personnel exchanges between the mainland and Hong Kong and Macao, in accordance with the relevant spirit of the Circular on the issuance of the General Plan for the implementation of Category B Management on novel coronavirus infection (Joint Prevention and Control Mechanism Comprehensive Development (2022) No. 144), it is decided that measures to further optimize personnel exchanges between the mainland and Hong Kong and Macao will be implemented with effect from 00:00 on February 6, 2023, and the relevant matters are notified as follows:
I. full resumption of personnel exchanges between the mainland and Hong Kong and Macao
Cancel the customs booking arrangements for entry and exit through Guangdong-Hong Kong land ports, and there will be no quota for customs clearance personnel. Resume the tourism business activities of mainland residents and Hong Kong and Macao groups.
2. Remote detection
Persons entering from Hong Kong or Macao who have no history of living in foreign countries or other overseas areas within 7 days do not need to enter the country on the basis of negative nucleic acid test results of novel coronavirus infection before departure. If there is a history of living in a foreign country or other overseas region within 7 days, the governments of the Hong Kong and Macao Special Administrative regions shall examine the negative nucleic acid test certificate of novel coronavirus infection 48 hours before their departure. The result is that those who are negative are allowed to enter the mainland (infants and young children under 3 years old can be exempted from nucleic acid testing). The cross-border passenger transport unit informs passengers of the above nucleic acid testing requirements when selling tickets.
III. Entry Quarantine
Upon arrival at the port, the immigration personnel from Hong Kong and Macao shall complete the necessary customs clearance procedures on the strength of the customs health declaration code. If the health declaration is normal and the routine quarantine at the customs port is not abnormal, it can be released into the society. Persons with abnormal health declaration or symptoms such as fever shall be tested by the Customs. If the test result is positive, home isolation or medical treatment will be carried out as required after entering the country. If the result is negative, the Customs shall carry out routine quarantine in accordance with laws and regulations such as the Frontier Health and Quarantine Law of the people's Republic of China. Comply with the local epidemic prevention and control requirements after entering the country.
IV. Port operation
In order to ensure the safety, order and smoothness of customs clearance and cross-border passenger transport, and to further improve the experience of personnel exchanges, port inspection departments and cross-border passenger transport carriers should strengthen organization, coordination and dynamic dispatching, so that the mainland's adjacent ports of Hong Kong and Macao should be fully opened, customs facilitation measures should be put in place, and the passenger transport capacity of cross-border roads and railways, waterways and air between the mainland and Hong Kong and Macao should be fully utilized.
The above measures will be timely adjusted according to the changes of the epidemic situation.
