Among them, what has attracted much attention is the measures for the Administration of Housing with Common property Rights in Shenzhen (draft for soliciting opinions), which proposes that the sales price of housing with common property rights is determined according to about 50% of the market reference price at the time of land transfer, and the share of property rights of property buyers is determined in accordance with the proportion of the average sales price of the project to the market reference price, which in principle is not less than 50%. According to the draft for soliciting opinions, the rent of public rental housing is determined according to about 30% of the reference rent of the same quality market in the same location in the same period, and the rent of guaranteed rental housing is determined according to not higher than 90% of the reference rent of the same quality market in the same area in the same period. The sales price of co-owned housing is determined according to about 50% of the market reference price at the time of land transfer.

Among them, the application conditions for co-owned housing are mainly as follows: deep households, having paid social security for not less than 5 years, no self-owned housing, no preferential policies for house purchase in this city, no transfer in this city within 5 years or division of self-owned housing due to divorce, etc.

Housing with common property rights shall be owned by shares, and the share of property rights of property buyers shall be determined according to the proportion of the average sales price of the project to the market reference price, which in principle shall not be less than 50%, and the share of property rights of the same project sold in the same batch shall be the same; the rest is the share of government property rights.

Housing with common property rights shall carry out closed circulation of property rights. If you need to withdraw from signing a sale and purchase contract for less than 5 years, you shall apply to the agent to purchase the share of individual property rights; if you have signed the sale and purchase contract for five years, the house buyer may transfer the share of individual property rights or apply for purchase to the qualified object.

The housing with common property rights shall implement the management system of pre-sale funds, and the competent department shall organize and supervise the projects developed by the main body of the market in accordance with the regulations of the real estate market, and withdraw the amount of advance collection in batches in strict accordance with the proportion of the project progress.

In addition, according to soliciting opinions, the construction of safe-living commercial housing will no longer be arranged from the date of implementation of the measures for the management of co-owned housing in Shenzhen. The residential commercial houses that have signed the contract for the assignment of land use rights shall continue to be implemented in accordance with order 228 and its relevant provisions.

It has a diversion effect on the commercial housing market in the short term.

According to the draft for soliciting opinions, indemnificatory housing refers to public rental housing, rental housing and co-ownership housing, in which public rental housing is for eligible residents with housing difficulties and front-line workers who provide basic public services for society. guaranteed rental housing is leased for qualified new citizens, young people and all kinds of talents, and co-owned housing is provided to qualified residents. Implement the shared property rights between the government and the property buyers.

Li Yujia, chief researcher of the Housing Policy Research Center of Guangdong Provincial Institute of Urban Planning, believes that Shenzhen has formally proposed to establish an indemnificatory housing system, including public rental housing, rental housing and co-ownership housing, in response to the requirements of the state.
