Gelonghui, April 1: In order to continue to promote simplification and decentralization, optimize banking market access procedures, and establish a consistent internal and external market access rules system, the China Banking Insurance Regulatory Commission drafted the “Decision on Amending Some Administrative Licensing Regulations (Draft for Comments)” and is now publicly seeking comments. The “Decision” amends the relevant provisions of the “China Banking Insurance Regulatory Commission's Implementation Measures on Administrative Licensing Matters for Chinese Commercial Banks”, “China Banking Insurance Regulatory Commission Administrative Licensing Matters for Rural Small and Medium Banking Institutions”, and “China Banking Insurance Regulatory Commission's Implementation Measures on Administrative Licensing Matters for Foreign Banks”. The main revisions include reducing the scope of qualification approval for bank executives, optimizing the scope and mechanism for issuing bank bonds, and amending some provisions in accordance with the principle of agreement between China and foreign countries. In the next step, the Banking Insurance Regulatory Commission will listen extensively to opinions and suggestions from various parties, further revise and improve the “Decision”, and issue and implement it in due course.
