The State Internet Information Office issued the regulations on the Management of Information Services of Mobile Internet applications (draft for soliciting opinions). It is mentioned that in carrying out application data processing activities, the obligation of data security protection should be fulfilled, the whole process data security management system should be established and improved, technical measures and other security measures should be taken to ensure data security and other security measures, and risk monitoring should be strengthened so as not to endanger national security and public interests. The legitimate rights and interests of individuals and organizations shall not be harmed.

At the same time, the application distribution platform should establish an application monitoring and evaluation mechanism, improve technical capability and management efficiency, resolutely crack down on network black ash production, and prevent data fraud such as downloads and evaluation indicators. False propaganda shall not be carried out by means of fictional downloads, fabricating evaluations, and so on.

The consultation proposes that application providers providing Internet news and information services through applications should obtain a license for Internet news and information services, and it is forbidden to carry out Internet news and information services without permission or beyond the scope of permission. At the same time, if the provision of other Internet information services is subject to examination and approval or relevant permission of the relevant competent departments in accordance with the law, the services may be provided only after the relevant competent departments have examined and approved or obtained the relevant permits.
