The first is to improve the labor remuneration rules of takeout delivery staff, the second is to reasonably set up the performance appraisal system of takeout delivery staff, the third is to optimize the platform dispatch mechanism, and the fourth is to improve the multi-level insurance system. It is also necessary to safeguard the legitimate rights and interests of takeout delivery workers by optimizing working conditions and strengthening vocational skills training.

Prior to this, at the end of July, the General Administration of Market Supervision, the State Internet Information Office, the National Development and Reform Commission, the Ministry of Public Security, the Ministry of Human Resources and Social Security, the Ministry of Commerce, and the all-China Federation of Trade unions jointly issued the guidance on implementing the responsibility of the online catering platform to effectively safeguard the rights and interests of takeout delivery diners (hereinafter referred to as "opinions"), which put forward all-round requirements for the protection of the legitimate rights and interests of takeout delivery diners. Among them, the "opinion" points out that in terms of ensuring labor income, the platform is required to establish an income distribution mechanism that matches work tasks and labor intensity, so as to ensure that the normal income of delivery diners is not lower than the local minimum wage. The "strictest algorithm" shall not be taken as the assessment requirement, and the assessment elements such as the number of orders, just-in-time rate and on-line rate shall be reasonably determined by means of "algorithm selection", and the time limit for distribution shall be appropriately relaxed.

In terms of ensuring labor safety, improve the order distribution mechanism of the platform, optimize the distribution route, reasonably determine the order saturation, and reduce the labor intensity. Strengthen traffic safety education and training, guide and urge takeout delivery staff to strictly abide by traffic laws and regulations. In terms of optimizing the employment environment, we will encourage and support new business type's development, promote the establishment of temporary accommodation for takeout diners, promote the laying of smart dining cabinets, encourage the research and development of wearable devices such as smart helmets, create a good employment environment, and actively play a role in stabilizing and expanding employment.
