On April 21, Zhu Bing, Director of the Foreign Investment Management Department of the Ministry of Commerce, stated at a press conference held by the State Council Information Office that the "Comprehensive Pilot Work Plan for Accelerating the Opening Up of the Service Industry" focuses on the opening of key areas and proposes 155 specific pilot tasks, the majority of which come from the actual needs of the operating entities' daily operations, cross-border investment, and other activities. Zhu Bing pointed out that the plan, in terms of enhancing the level of trade and investment liberalization and facilitation, allows foreign-invested enterprises to reinvest without Forex registration, explores the pilot reform of registration for funds related to the overseas listing of domestic companies, and permits companies registered locally to directly handle the overseas listing-related fund registration procedures at banks.
