The People's Bank of China, the Financial Regulatory Bureau, the State Administration of Foreign Exchange, and the Shanghai Municipal Government jointly issued the "Action Plan for Further Enhancing the Facilitation of Cross-border Financial Services in Shanghai as an International Financial Center." It points out the improvement of the global fund management system for conglomerates. The policy for the integrated management of domestic and foreign currency funding pools is optimized to facilitate the centralized payment and collection of funds by host enterprises on behalf of overseas member units. The banks are encouraged to gradually automate cross-border payment processing and to extend service hours for key conglomerates' cross-border funding pool businesses to achieve real-time global fund allocation. The Pudong New Area is supported in formulating favorable fiscal and talent support policies for the aggregation of conglomerate treasury centers, enhancing the economic level of headquarters economies like conglomerate treasury centers, and encouraging other districts to replicate and improve supporting policies.
