The State Administration for Market Regulation issued a list of administrative violations in market regulation where the first offense is not punished and minor violations are exempted from penalties (I) proposed to protect the legitimate rights and interests of the public. For parties implementing the measure of first offense not punished and minor violations exempted from penalties, they should be guided to legally compensate consumers for their losses; supervise the parties to fulfill their recall obligations lawfully, and take measures such as harmless disposal and destruction of illegal products to avoid their re-inflow into the market. When non-compliant products are found, the frequency of sampling inspections and daily supervision should be increased; tracing should be conducted on illegal products, and for matters outside the functions of market regulation departments, timely notifications should be sent to relevant departments to strengthen source governance.
