Those operating under a contract should strictly organize the bidding process according to the bidding procedures and establish a management system for cafeteria contract operations; for off-campus catering, they should select off-campus catering units that have the qualifications for collective meal delivery and strictly implement an evaluation and exit mechanism. The notice emphasizes that the main responsible person of the local party committee and government at all levels should comprehensively strengthen leadership over campus Food Safety work in their regions. Food Safety offices, education administrative departments, health departments, public security agencies, and market regulation departments at all levels should, according to their responsibilities, strengthen campus Food Safety work, enhance departmental cooperation, regularly organize risk communication meetings, and improve the cooperative management mechanism for Food Safety on campus.
