The General Office of the Shanghai Municipal People's Government has issued the "Shanghai New Energy Storage Demonstration Leading Innovative Development Work Plan (2025-2030)." It proposes to accelerate the establishment of a vehicle-to-grid (V2G) demonstration application city, strengthen the support of the three components: charging piles, grid, and vehicles, and speed up the development of V2G application scenarios. The charging pile side should accelerate the construction of community V2G systems and steadily advance public charging station V2G demonstration projects. The goal is to complete the construction of 0.03-0.05 million intelligent charging and discharging piles by 2030. The grid side should accelerate the development and optimization of new energy storage intelligent aggregation systems. A time-of-use pricing mechanism for charging and discharging should be developed, ultimately integrating with electrical utilities market construction to guide users towards orderly charging and discharging during peak periods for stable returns. The vehicle side should align with the city's Electric Vehicles policies to promote the opening and improvement of discharging functions for vehicles, clarify the technical requirements and frequency for discharging, and establish testing and standard systems for vehicle-to-grid interaction, enhancing the warranty system and insurance mechanism for vehicle Battery discharging.
