According to the Ministry of Housing and Urban-Rural Development, in order to comprehensively strengthen the quality supervision and management of Indemnificatory Apartments and resettlement housing construction in urban village renovations, the Ministry has recently issued a notification requiring localities to strictly start construction according to the law, strengthen construction quality management comprehensively, and increase the intensity of construction quality supervision. The Ministry requires that Indemnificatory Apartments and resettlement housing projects in urban village renovations must strictly follow the basic construction procedures and accelerate project implementation through the Engineering & Construction project approval management system. Localities must adhere to the principle of surveying first, designing second, and constructing last, and construction can only proceed after obtaining planning and construction permits. At the same time, localities must determine construction based on needs, ascertain the demands thoroughly, scientifically define annual plans and development plans, and properly prepare and reserve projects to achieve coordination of key elements such as 'people, housing, land, and money.' Adequate consideration must be given to residents' needs such as employment, medical care, education, and transportation, with strict review of project site selection, enhanced community and housing type design, and the construction of safe, comfortable, green, and smart homes. Additionally, on a solid basis of sufficient demonstration, localities must scientifically determine the construction cycle for Indemnificatory Apartments and urban village renovation resettlement housing projects, strictly prohibiting simultaneous surveying, designing, and constructing, and must not simplify processes or lower quality standards.
