Shanghai issued a notice on the "Pilot Work Plan for Deepening the Opening of Foreign-invested Hospitals in Shanghai," allowing the establishment of foreign-invested hospitals in Shanghai (excluding traditional Chinese medicine and not including the acquisition of public hospitals). It encourages the establishment of foreign-invested hospitals in pilot areas of expanded openness such as the free trade zone, Lingang New Area, Hongqiao Business District, and the Eastern Hub International Business District, as well as areas concentrated in the Biomedical industry and central urban areas where expatriates reside.
