In order to build a more scientific and efficient government investment Fund management system and promote the high-quality development of government investment Funds, the General Office of the State Council recently issued the "Guiding Opinions on Promoting the High-Quality Development of Government Investment Funds." A relevant official from the Ministry of Finance answered reporters' questions regarding the "Guiding Opinions." The official stated that to address the concerns of Fund managers regarding investment reluctance, withdrawal anxiety, and fear of accountability, the "Guiding Opinions" clearly establish a sound error tolerance mechanism, relaxing constraints on Funds and management institutions from a top-level institutional perspective, encouraging government investment Funds to play a better role and improve investment efficiency. Specifically, these include: First, follow the operational rules of Fund investment, tolerate normal investment risks, optimize the full-chain, full-life cycle assessment and evaluation system, and not simply use individual projects or single-year profits and losses as the basis for assessment. Second, reasonably set performance goals, build a scientific, differentiated, and quantifiable performance indicator system, focusing on the comprehensive realization of policy objectives. Third, create a good atmosphere that encourages innovation and is tolerant of failure, encouraging the establishment of an error tolerance mechanism centered on exemption from due diligence and compliance responsibilities, and improve standards and processes for recognizing liability exemptions.
