A relevant person from the Ministry of Finance stated that the "Guiding Opinions on Promoting the High-Quality Development of Government Investment Funds" issued by the State Council emphasizes better integration between an effective market and a proactive government. Funds should focus on major strategies, key areas, and weaknesses where the market cannot fully function, attracting and leveraging more social capital to adopt market-based methods to support innovation, entrepreneurship, and related industry development, enhancing the professional and market-oriented operational level of the Funds. First, standardize fund operation management, optimize the project investment selection mechanism, and prevent deviation from policy objectives and competition with the public for benefits. Second, in principle, market-based methods should be adopted to select fund managers and fully utilize their roles to motivate their engagement. Third, optimize the fund development environment by encouraging the removal of restrictions on the registration locations of funds and managers and encouraging the reduction or elimination of reinvestment ratios. Fourth, regulate supervisory actions, requiring government departments to fully respect the laws governing fund development and the characteristics of project investment, without intervening in the daily management affairs of funds and specific project investment decisions through administrative means.
