First, legally combat illegal production and sale of electronic cigarettes. Second, systematically rectify illegal activities involving the addition of drugs and substitute substances in electronic cigarette oil. Third, severely crack down on illegal manufacturing of new drugs and substitute substances such as dextrorphan.
