The Shanghai Municipal People's Government issued opinions on further strengthening the management of training Institutions in the city to guide the healthy development of the training market. It proposes to implement classified management of training Institutions according to the law, further clarify the setting standards, strictly enforce the admission process, improve the management requirements for mixed operations and chain brand operations of training Institutions, and explore a negative list management model, as well as a service mechanism for handling the acceptance of license applications. Training Institutions should be guided to conduct training activities in compliance, ensuring that the scale of enrollment matches the operational capabilities. Relying on the comprehensive regulatory mechanism for the training market, we will promote monitoring and early warning of operational risks, guiding the orderly exit of training Institutions.
