Recently, in accordance with the "Clear and Bright: Typical Algorithm Issues Governance in Online Platforms" special action jointly released by the Central Cyberspace Administration and four other departments, the Peking Municipal Cyberspace Administration initiated a special algorithm governance action in Peking. This concentrated effort aims to address issues including homogeneous PUSH creating an "information cocoon," illegal manipulation and intervention in popularity rankings, blind pursuit of profit infringing on the rights of new employment form workers, using algorithms to implement Big Data "killing familiarity," and the absence of algorithms serving positively and altruistically, which harms users' legitimate rights and interests. In December 2024, following the phased governance deployment by the Central Cyberspace Administration, the Peking Municipal Cyberspace Administration urged and guided 11 key local online platforms to conduct self-examination and correction, and held discussions and classified guidance with companies such as Meituan, DiDi Global Inc, Baidu, etc. Reporting channels for algorithm governance were announced on "Net and Information Peking" and "Jingtong," actively collecting clues from netizens for reports, conducting analysis and processing, and urging website platforms to promptly rectify based on user experience. A working guidance meeting was held together with market regulation, commerce, public security, and other departments targeting 10 leading online retail platforms, requiring each enterprise to further standardize online market order, prevent blind pursuit of profits, and avoid excessively compressing delivery times for riders, thus infringing on the rights of new employment form workers while using algorithms to implement Big Data "killing familiarity." Currently, the algorithm governance action is being accelerated. In the next step, the Peking Municipal Cyberspace Administration will take the lead in issuing an implementation plan, focusing on on-site inspections, re-examinations of rectifications, public disclosures of algorithm mechanisms, training on algorithm compliance guidelines, and establishing long-term mechanisms to promote industry co-governance and enterprise autonomy, coaching enterprises to continuously enhance governance levels and create a healthier online ecology.
