The Ministry of Finance published a notice further clarifying the procurement ratio requirements for the New energy Fund. Procurement entities should strengthen the management of government procurement demand for official vehicles, fully understand the functions, performance, and other aspects of New energy Fund vehicles, and lead by example in using New energy Fund vehicles according to actual usage needs. The responsible budget units should coordinate to determine the annual procurement ratio for the New energy Fund within their departments (including affiliated budget units). If the New energy Fund vehicles can meet actual usage needs, the proportion of them in the total procurement volume of official vehicles should be no less than 30%. Among them, for official vehicles used for confidential communications that operate with relatively fixed routes and single usage scenarios, mainly driving in urban areas, 100% of the procurement should generally be New energy Fund vehicles. For vehicle Rental & Leasing Services, preference should be given to renting New energy Fund vehicles. The responsible budget units should guide and supervise their affiliated budget units to implement the procurement ratio requirements for the New energy Fund and ensure related support for the use of New energy Fund vehicles.
