Buyers should strengthen the management of government procurement requirements for official vehicles, fully understand the functions, performance, etc. of new energy vehicles, and take the lead in using new energy vehicles in line with actual usage needs. The responsible budget unit shall determine the department's annual government procurement ratio for new energy vehicles (including the budget unit to which it belongs). Where new energy vehicles can meet actual usage needs, NEVs account for no less than 30% of total annual official vehicle purchases. Among them, in principle, 100% of new energy vehicles are purchased for official vehicles such as confidential communication vehicles with relatively fixed routes, single usage scenarios, and mainly driving in urban areas.
