Recently, the Jiangsu Development and Reform Commission issued a notice on the "Implementation Plan for Offshore Photovoltaic Development and Construction in Jiangsu Province (2025-2030)" to optimize and adjust the related planning for 2023-2027, removing offshore photovoltaic sites that do not comply with policies, focusing on utilizing offshore wind farm areas, aquaculture zones, and thermally discharged water areas with confirmed power plant rights to carry out offshore photovoltaic construction. According to the requirements of the four types of site selection areas for offshore photovoltaics, it is planned to carry out construction work on 60 offshore photovoltaic project sites, with a scale of 27.25GW and a sea area of 346.25 square kilometers. The document plans that by 2027, the cumulative grid-connected offshore photovoltaic scale in the province will exceed 10GW; by 2030, it will exceed 15GW, striving for a 20GW level, fully committed to building a million-kilowatt offshore photovoltaic base.
