The principle is to evaluate contributions based on market assessments, determine remuneration according to contributions, and ensure that relevant parties receive benefits commensurate with their contributions during the value formation process of data products and services. Fully leverage the decisive role of the market in resource allocation, better utilize the government's role, and explore the establishment of a revenue distribution adjustment mechanism for data products and services. Enterprises that undertake the construction and operation of systems related to government and public services and form or obtain data resources must strictly adhere to the relevant policies, regulations, and agreements regarding public data resources.
