To support Hong Kong and Macau in better integrating into the national development overall plan, facilitate personnel exchanges and cooperation between the mainland and the Hong Kong and Macau regions, promote better combination of an effective market and a responsible government, standardize the allocation of flight resources and operating permit management between the mainland and Hong Kong and Macau, enhance the scientific and detailed management level of route flight management, and create a high-quality and efficient Air Transport Services system between the mainland and Hong Kong and Macau, the Civil Aviation Administration recently released the "Flight Management Measures for Routes from the Mainland to Hong Kong and Macau" (hereinafter referred to as the "Measures"). These Measures will take effect on January 1, 2025. The general provisions clarify the purpose of formulating the Measures, the legal basis, and the scope of application, establish the management entity for Hong Kong and Macau routes, stipulate the management principles for Hong Kong and Macau route flights, and the agreement and announcement of scheduled flight points. The section on scheduled route flight management refines the application conditions and procedures for operating permits for scheduled routes, acceptance procedures, approval procedures, and flight plan filing procedures, and makes provisions for flight connections and code sharing.
