Efforts should be made to resolve the issue of outstanding payments, and maximum efforts should be made to accelerate the repayment of debts owed to enterprises. Central enterprises and state-owned enterprises should continue to take the lead in playing a role in clearing debts, ensuring timely payments to small and medium-sized enterprises, and paying all due amounts. In addition, a special action will be launched to standardize law enforcement related to enterprises. Serious investigations will be conducted into various illegal and regulatory behaviors, focusing on rectifying arbitrary charges, fines, inspections, and seizures, effectively safeguarding the legitimate rights and interests of private enterprises and entrepreneurs.
