The Shanghai Municipal Development and Reform Commission recently released a notice regarding the management of distributed photovoltaic projects in Shanghai. It states that according to the principle of 'who invests, who applies', for household photovoltaic projects invested in by natural persons, the grid enterprises should, as prescribed, file on behalf of the natural persons with the district-level investment management department or the institution designated by the municipal government where the project is located, and generally, the filing work should be completed before the grid connection acceptance. For household photovoltaic projects invested in by non-natural persons using residential rooftops or homestead site resources, the investing enterprises should file with the district-level investment management department or the institution designated by the municipal government. Districts are encouraged to formulate model agreements (contracts) between investing enterprises and site property rights holders based on actual conditions. The management of filing for commercial and industrial distributed photovoltaic projects should be done according to existing regulations. All distributed photovoltaic projects should clearly specify the Direct Current and alternating current capacities in the filing documents.
