The meeting emphasized the need to help central enterprises enhance their capacity to respond to cyclical fluctuations, continuously exerting effort in performance assessments, quality improvement, and economic running, striving for simultaneous improvement in efficiency and effectiveness indicators, and aiming for a development that is stronger in technology attributes and has a greater driving effect; actively expanding effective investment, improving investment efficiency, and focusing on establishing a number of significant projects with strong traction and long-term benefits in the layout of "two heavies" and "two news"; being more proactive in assisting small and medium-sized enterprises in overcoming difficulties, promoting central enterprises to deepen the Global Strategy of the Industry Chain, taking the lead in settling debts to private enterprises, and working hard to stabilize employment, supply, and circulation, better supporting the continuous recovery and improvement of the national economy. Central enterprises must enhance their common technology supply capacity, further highlight key attacks, increase efforts in tackling crucial core technologies, especially being the main force in areas with heavy investment and long cycles; further highlight original innovations, explore the creation of "policy enclaves," strengthen applied basic research, and focus deeply on "root technologies;" further highlight the conversion of results, promote central enterprises to build a number of significant pilot projects, continuously smooth the "last mile" of transforming scientific and technological achievements into real productive forces, and better support high-level technological self-reliance and self-improvement.
