Strengthen the implementation of the "Two New" policies, innovate diversified Consumer scenarios, expand service consumption, and promote the development of the cultural tourism industry. Actively develop the debut economy, ice and snow economy, and Silver economy. Strengthen top-down organization and coordination, and support "Two Heavy" projects with greater effort. Moderately increase central budget investment. Strengthen the coordination between finance and banking, effectively leading social investment through government investment.
