The Ministry of Human Resources and Social Security, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Commerce, and the All-China Federation of Industry and Commerce issued “Opinions on Strengthening Human Resources Services to Help the High-Quality Development of the Manufacturing Industry” to promote the integrated development of the human resources service industry and manufacturing industry, better help the construction of a modern industrial system, and actively promote high-quality and full employment. The “Opinion” focuses on the human resources service needs of real economic development such as the manufacturing industry, improving collaborative development mechanisms for the human resources service industry in the manufacturing sector, carrying out integrated development pilot projects, forming various forms of innovative consortia, cultivating human resources service organizations focusing on manufacturing services, and building service clusters.
