Actively promoting the green and low-carbon transformation of bulk cargo transportation in key areas such as the Beijing-Tianjin-Hebei region, the main coal production areas of Shanxi, Shaanxi, and Inner Mongolia, and the Northeast region. By 2027, aiming for a 10% increase in the national railroad cargo transportation turnover compared to 2023, with an annual average growth of about 15% in the intermodal transportation of containers by rail and water.
