Li Guoping mentioned that space will be allocated for the development of commercial aerospace in this plan, researching the relaxation of commercial remote sensing satellite resolution restrictions. Regarding the continuous development of commercial aerospace, Li Guoping mentioned that they can optimize industry access, such as strengthening research and production activity permits, enhancing rocket, large-scale test, and test bench construction permits; researching the management of manned commercial flights and re-entry of space objects; optimizing satellite development permits, removing the qualification restrictions for satellite development and production above 500 kilograms; optimizing the launch permit process, improving the efficiency of permit approval procedures, strengthening substantive reviews; enhancing the approval of commercial aerospace projects, reducing low-level redundant construction, and optimizing regional layout.
