The trend of French bond yields is consistent with German bond yields. Moody's previously maintained France's Aa2 credit rating, but revised its outlook from stable to negative. Moody's downgraded the outlook for France's rating because of concerns that the French government is unlikely to achieve the 5% of GDP deficit target in 2025, as this would require extensive fiscal consolidation. Citigroup analysts share the same concerns as Moody's and predict that the budget deficit in 2025 will account for 5.4% of GDP. Citigroup analysts state: "Nevertheless, significant efforts will be needed."
