The President of the New York Federal Reserve (FOMC permanent voter, known as the third in command of the Federal Reserve) Williams announced the establishment of an institution composed of private market participants to monitor the use of benchmark interest rates or reference rates in the financial markets. The Reference Rate Usage Committee will begin meeting in October, Williams stated that the committee will "focus on key issues related to reference rates, including how their use may evolve and how the markets supporting them may change."
