Enterprises that have obtained tobacco monopoly licenses for the sale of electronic cigarette nicotine raw materials, the production of electronic cigarette nicotine, the production of aerosols, electronic cigarette production enterprises (including product production, contract processing, brand ownership enterprises, etc.), electronic cigarette wholesale enterprises (including electronic cigarette import and export enterprises), and various electronic cigarette market entities engaged in retail operations should conduct transactions through the platform. The import and export of electronic cigarette products, aerosols, and electronic cigarette nicotine should be recorded on the platform according to relevant regulations.
