The General Office of the State Council forwards the Opinion on Further Improving the Comprehensive Punishment and Prevention of Financial Fraud in the Capital Markets of six departments including the China Securities Regulatory Commission, and strengthen the responsibility of local governments. Local governments at all levels should take the truthfulness of securities issuers' and listed companies' finances as an important basis for supporting the better ones and limiting the inferior ones while providing policy support, and legally and compliantly issuing tax, compliance, and other certification documents. In areas such as market supervision, taxation, energy consumption, social security payment, litigation and arbitration, and property rights registration, support will be provided to relevant departments in investigating and obtaining evidence. Strengthen cooperation with relevant departments to effectively fulfill the responsibility of local disposal of risks caused by financial fraud problems.
