"Flat and emergency dual-use" public infrastructure is a major engineering facility that integrates public health, emergency medical care and material support. It focuses on the layout of large cities where conditions are available. It can be used for tourism, health care, leisure, storage and logistics. It can be converted into temporary personnel resettlement and emergency material transfer places in emergency situations to meet the needs of public health prevention and control, temporary resettlement, and material support. At present, the construction of "flat and emergency dual-use" public infrastructure has achieved some positive results. At the project level, it is rapidly transitioning from "point" to "surface". Currently, the first batch of 54 large cities in the country has planned to promote the construction of about 3,000 "flat and emergency dual-use" facilities projects, with a total investment of more than one trillion yuan.
