China Securities Co., Ltd. stated that the National Development and Reform Commission has recently issued several special energy-saving and carbon-reducing action plans for industries, including cement, refining, steel, etc., emphasizing energy-saving and carbon reduction in key industries to support the completion of binding indicators for energy consumption intensity reduction during the 14th Five-Year Plan period. In the cement industry, the "Special Action Plan" proposes to implement low-carbon fuel substitution, orderly increase the proportion of renewable energy use in the cement industry, encourage cement enterprises to promote the development and operation of distributed photovoltaics, decentralized wind power, and diverse energy storage, promote efficient utilization patterns such as waste heat and waste pressure power generation, heating, etc. In the refining industry, the "Special Action Plan" proposes to encourage oil refining enterprises to expand green power consumption by purchasing green electricity and green certificates. In the steel industry, the "Special Action Plan" proposes to improve the tiered electricity pricing system for high energy-consuming industries. We believe that the introduction of relevant special plans is a supplement to previous energy-saving and carbon-reducing programs. It will help promote the increase of green power consumption capacity and the utilization rate of new energy projects.
