On May 28, the China Internet Association issued the “Administrative Requirements for Online Game Services for Minors” group standard (draft for comments), which for the first time proposed detailed refund standards and suggestions, clearly dividing the responsibility ratios of responsible parties such as online game service providers and guardians based on the fault circumstances of each party. In terms of online game spending amounts for minors, group standards are proposed to stipulate that online game companies must not provide game payment services to users under the age of 8. For game payment services provided by the same online game company, users between the ages of 8 and 16 must not exceed 50 yuan per deposit, and the cumulative monthly recharge amount must not exceed 200 yuan. For users aged 16 and under 18, the single recharge amount shall not exceed 100 yuan, and the cumulative monthly recharge amount shall not exceed 400 yuan. Regarding the definition of “fault,” the opinion draft also provides corresponding reference scenarios and recommended liability ratios. Among them, online game service providers that do not connect to the real-name authentication system or fail to implement recharge limit requirements, causing minors to overrecharge, will bear 100% responsibility.
