On the 23rd, 10 departments including the Housing and Urban-Rural Development Bureau of Anshan City of Liaoning Province jointly issued a notice on “Certain Measures to Further Promote the Stable and Healthy Development of the Real Estate Market” to further improve the supply and demand structure of the real estate market, actively and steadily mitigate real estate risks, support residents' reasonable housing needs, and promote the steady and healthy development of the real estate market in Anshan City through urban policies. The “Certain Measures” cover a total of 15 articles in five areas, including optimizing housing credit policies, increasing support for housing provident fund policies, encouraging reasonable housing consumption, encouraging young people to stay in An'an to start businesses and buy homes, and simplifying approval procedures. “Certain Measures” support differentiated housing credit needs. The minimum down payment ratio for commercial personal housing loans for the first housing unit was uniformly adjusted to not less than 20%; the minimum down payment ratio for commercial personal housing loans for two housing units was uniformly adjusted to not less than 30%. The lower interest rate policy for commercial personal housing loans for the first housing package is implemented in accordance with current regulations, and the lower interest rate limit for commercial personal housing loans for the second housing unit is adjusted to not lower than the market quoted interest rate (LPR) for the corresponding term loan plus 20 basis points.
