Continue to deepen market-based reforms in mergers, acquisitions, and restructuring, formulate rules for targeted convertible debt restructuring, optimize the small-amount quick review mechanism, appropriately improve the inclusiveness of restructuring and valuation of asset-light technology enterprises, support technology-based enterprises to comprehensively use various payment instruments such as shares, targeted convertible bonds, cash, etc., to implement restructuring, and help technology-based enterprises improve quality, efficiency, and become better and stronger.
