On September 23, the Ministry of Education made it clear in its reply to the "proposal on strengthening the Management of non-disciplinary training institutions" that at present, bank trusteeship or risk margin are generally adopted to regulate the advance fees for out-of-school training of non-disciplines. Data show that 95400 non-disciplinary out-of-school training institutions have adopted bank trusteeship or risk margin in accordance with regulatory requirements to regulate pre-charging for training, and 88 per cent of them have been included in the supervision.
