The regulations, which came into effect on October 1, are the first provincial local regulations in the field of artificial intelligence. This legislation sets up a special provision of "stimulating the vitality of innovation", encourages market subjects to innovate actively, and makes it clear that relevant departments should formulate, modify or abolish relevant regulatory rules and standards according to the characteristics of artificial intelligence, and establish a list of exemptions for minor violations in the field of artificial intelligence, so as to maximize the vitality of innovation. The regulations clearly set up an expert committee on artificial intelligence ethics to play its role in ethical norms in the field of artificial intelligence. Its duties include formulating ethical guidelines, promoting participation in the discussion and formulation of major ethical issues in the field of artificial intelligence at home and abroad, and assessing the potential risks of artificial intelligence applications in key areas such as life and health, public safety, and so on.
