We will first try to expand the opening up of finance, value-added telecommunications, cross-border data flow, education, medical care, culture and other fields to the outside world, and speed up the development of trade in services such as cultural services, technological products, information and communications, medical and health care, and cross-border data transactions. We will explore relaxing or abolishing market access restrictions on cross-border service trade, such as cross-border delivery, overseas consumption, and movement of natural persons.
The Plan also proposes that by 2025, the regional GDP will quadruple from 2018, with an average annual growth rate of about 25%. We will cultivate and form three trillion-level industrial clusters of intelligent new energy vehicles, integrated circuits and high-end equipment manufacturing, and expand and strengthen advanced manufacturing industrial clusters such as biomedicine, artificial intelligence and civil aviation. We will vigorously develop cross-border financial services, new international trade, modern shipping services, digital information services, and scientific and technological innovation services, and form a number of influential functional platforms, with a total of about 50 headquarters organizations identified.
Promote the cross-border flow of data in automotive, e-commerce, finance and other fields
The plan proposes to explore the construction of a national test and demonstration zone for the cross-border flow of data, and to build an "international data port" with industrial agglomeration, display and transaction as one of the cross-border convenient interaction. Carry out security assessment of cross-border data flow and build a public service platform for cross-border data flow to ensure that cross-border data is secure and controllable. Under the premise of not involving state secrets and personal privacy, explore the non-local storage of data in specific areas. We will speed up the promotion of digital industrialization and regulatory innovation, gather digital innovative enterprises, and promote the cross-border flow of data in automotive, e-commerce, finance and other fields. We will speed up the opening of the information service industry to the outside world, liberalize access restrictions on foreign investment in value-added telecommunications services in an orderly manner, and improve foreign investment access and supervision in emerging forms such as cloud computing.
All the new buses will be clean and energized, and the terminal facilities of fuel cell vehicles will be laid out in a timely manner.
The plan proposes to support the development of new energy vehicles and clean energy for all new public transport vehicles. By 2025, the proportion of green traffic will reach about 80%. All the newly-built parking lots are equipped with charging facilities, and the proportion of charging piles in the newly-built parking spaces is not less than 15%. Enrich the scene of self-driving open test road, support the construction of intelligent truck collection system of Donghai Bridge and form technical standards.
